Our Programs
Loisann’s Hope House is continually expanding to meet the community’s evolving needs.
Over the years we have expanded from our first house to a full campus, becoming the largest family homeless shelter in the Fredericksburg region, sheltering up to 19 families. But, the need for our shelter has grown, with an average of 45 to 60 families seeking shelter on any given night.
To help our reach go beyond what our campus can provide, we operate a number programs across the region, each dedicated to swiftly and effectively supporting families experiencing homelessness and housing instability. As the lead agency for families experiencing housing insecurity in the region, Loisann’s Hope House is often the only resource available to meet these ur ent needs. We intervene at every stage in the cycle of homelessness, minimizing its risks and ensuring that families have access to housing, care, and support.
Homelessness Helpline
The Homelessness Helpline is the first step toward stability for many families in our region. As the 24/7 coordinated entry system for Planning District 16, the Helpline connects people who are experiencing or at risk of homelessness with the services and support they need.By calling 540-358-5801, households are quickly connected to the most appropriate support, ensuring faster access to shelter, prevention, and housing resources.
Each call is answered with compassion, care, and a commitment to treating every person with dignity. We understand that reaching out for help can be incredibly difficult. That’s why our trained staff listen without judgment, assess each household’s unique situation, and work quickly to identify safe, appropriate solutions.
Serving the City of Fredericksburg and the counties of Caroline, King George, Spotsylvania, and Stafford, the Helpline is the centralized access point for housing crisis services in the region. Whether someone needs shelter, rental assistance, or help navigating community resources, the Homelessness Helpline is designed to reduce barriers and streamline support — because no one should face housing instability alone.
Prevention & Diversion
At Loisann’s Hope House, we believe the most effective way to end homelessness is to prevent it from happening in the first place. Prevention and diversion are evidence-based strategies that reduce the number of families entering the homeless system, lower the cost of crisis response, and minimize the trauma caused by housing loss.
Through a combination of short-term financial assistance, conflict mediation, and housing-focused case management, our prevention and diversion programs support families and individuals at the first signs of instability, before they lose their home. We meet people where they are, identify safe alternatives to shelter, and provide the resources and support needed to keep families housed or reroute them to immediate options.
Programs like the Kiwall HOPE Fund and FredPrevent! help us reach households at critical moments – those staying in hotels, doubled up, or facing imminent eviction. We also administer FRMAP, which offers one-time rent, mortgage, or utility assistance to Fredericksburg residents in crisis.
By investing in prevention and diversion, we are not only reducing the demand on emergency services, we are fulfilling our mission to break the cycle of homelessness, one family at a time.
Emergency Shelter
Loisann’s Hope House operates a 24-hour family shelter on a unique campus of six homes, offering immediate crisis housing for up to 19 families experiencing homelessness. Each home is designed to feel less like a facility and more like a neighborhood – creating a familiar, comfortable environment that eases the trauma of housing loss and helps families feel safe and supported from day one.
Our shelter is more than a place to stay, it’s a pathway forward. Every family receives a comprehensive assessment and is paired with a case manager to build an individualized plan focused on securing permanent housing. Along the way, families receive wraparound support with employment, transportation, childcare, life skills, and income growth. Our goal is to help families regain stability and build the foundation for long-term self-sufficiency.
Rapid Re-Housing
Rapid Re-Housing is designed to help families and individuals move from homelessness to permanent housing as quickly as possible. The program offers housing search assistance, short-term financial help for rent and move-in costs, and personalized case management. This approach is proven to reduce the negative impact of homelessness, especially for children, by minimizing time spent without stable housing. The goal is simple: get people housed and help them stay housed.
